William H. Stephen, 5th District Commander, American Legion was awarded the Commander of the Year award during the 92nd Annual Convention of the American Legion Department of Virginia in Richmond, July 8-11. Other awards received by Stephens was the National Achievement Award for Membership, the New Post Achievement Award for Chartering a Pioneer Award from the National Adjutant of Indianapolis, Ind., the fourth day of June 2010, attest by Clarence E.
