South Boston Council votes in favor of cigarette tax

South Boston Town Council moved decisively to impose a 10 cent-per-pack tax on cigarette purchases in town by voting 4-1 in favor of the levy Monday night.

Charles Robert Carter, age 72, of Chase City, died Wednesday, Jan. 3, 2018. He was born Oct. 7, 1945 in Mecklenburg County, to the late Floyd Carter and the late Iva Jackson Carter. He was a member of Liberty Baptist Church in Skipwith.

Charles is survived by his wife, Linda Lacks Carter; three godchildren, Aaron Flynn, Issac Walker, and Jacob Walker; brother, Marshall Carter of Chase City; sister, Peggy Carter of Chase City; and special niece, Nancy Mull and husband, Fred, Jr. He is also survived by three sisters-in-law, Mary Dawson of Chase City, Margaret Flynn and husband, Randolph of Chase City, and Anna Rogers of Brodnax and numerous nieces, nephews, and devoted friends.

He was predeceased by his parents and daughter, Phyllis Ann Carter.

A graveside service was held at 1 p.m., Saturday, Jan. 6, at Liberty Baptist Church Cemetery.

Visitation was held Friday, Jan. 5, at Newcomb Allgood Funeral Home.
