South Boston Council votes in favor of cigarette tax

South Boston Town Council moved decisively to impose a 10 cent-per-pack tax on cigarette purchases in town by voting 4-1 in favor of the levy Monday night.

Dorothy Lee Kirby, 48, of Fredericksburg and formerly of Halifax County, died on Sunday, Dec. 10, 2017 at Mary Washington Hospital, Fredericksburg. She was born in Halifax County on March 26, 1969, a daughter of the late Virginia Edmunds Kirby.

Ms. Kirby is survived by two brothers, John R. Kirby and Paul C. Kirby, both of Halifax; four sisters, Barbara K. Miller and Valerie K. Moore, both of Fredericksburg, Mae V. Kirby of South Boston and Linda K. Wilson of Baltimore, Md., three sisters-in-law, Estelle Kirby, Elsie Kirby and Rosa Kirby, all of Halifax; one brother-in-law, Elder Stanford Moore of Fredericksburg; five aunts and a host of nieces, nephews, other relatives and friends.

She was preceded in death by one brother, Nelson Kirby Jr.

A funeral will be held Saturday, Dec. 16, 11:00 a.m. at Union Grove C.M.E. Church with Rev. Charles Hudson officiating. Burial will follow in the church cemetery.

Public viewing will be Friday, Dec. 15 from 10 a.m.-8 p.m., with family receiving friends from 6:00-8:00 p.m. at Jeffress Funeral Home. The family will also receive friends at 76 Poplar Creek Street, South Boston.
