How can we do better?

Dear Viewpoint,

There are over 9,000 hounds for adoption on Petfinder.com in Virginia, over 400 are foxhounds. I believe there should be a mandatory spay and neuter law in Virginia. These are no kill shelters managing with donations, this does not include county shelters who collect stray unclaimed pets (unwanted/unclaimed hunting dogs), they put a bullet in their head within a few days as the cheapest form of euthanasia. Excuse the REALITY folks if it offends you!

How can we do better and where do we start? Anybody got a clue?
